Dr. Meng-Fan Luo Assumes Leadership as NSRRC Director General
The National Synchrotron Radiation Research Center (NSRRC) held an inauguration and handover ceremony today (July 31) to formally welcome Dr. Meng-Fan Luo as its new Director General. Overseen by Board Chairman Dr. Chen-Kang Su, Dr. Luo received the official seal and began his four-year term. Chairman Su thanked outgoing Director General Dr. Chia-Hung Hsu for her contributions and expressed confidence in that Dr. Luo would further elevate Taiwan’s global impact in synchrotron science.

Dr. Luo brings outstanding academic credentials and extensive leadership experience to his new role. He received his B.S. in Physics from National Taiwan University and his Ph.D. from the University of Cambridge. His research interests encompass surface science, thin-film physics, nanostructures, catalysis, and synchrotron-based materials research. As a faculty member at National Central University since 2002, Dr. Luo has served as Chair of the Department of Physics, Vice President for Research and Development, and Executive Director of the Higher Education Sprout Project Office, mentoring generations of students and young researchers.

Dr. Luo previously served as Director General of the Department of Natural Sciences and Sustainable Development at the National Science and Technology Council (NSTC), where he actively promoted fundamental research, transdisciplinary collaboration, and international scientific exchange. His extensive service also includes roles as an NSRRC Board member, President of the Physical Society of Taiwan, and council member of the Association of Asia Pacific Physical Societies.

Director General Luo said that, with the guidance and support of NSTC, NSRRC will focus on academic excellence, social responsibility and talent cultivation, and continue enhancing the operational performance and optimizing the experimental facilities of the Taiwan Photon Source (TPS) and Taiwan Light Source (TLS), to provide a world-class research platform. NSRRC will also broaden transdisciplinary applications to address societal needs, and support the development of national key technologies, including semiconductors, net-zero technologies, quantum science, and precision medicine. In addition, NSRRC will strengthen international partnerships, incubate scientific talents, and embrace sustainable governance to foster a diverse, inclusive, and innovative research ecosystem.

NSRRC expressed heartfelt gratitude to outgoing Director General Hsu. During her four-year service, TPS achieved record operational efficiency and stability, while several major beamlines and experimental endstations were completed and opened to users, significantly broadening NSRRC’s research capacity and applications. She also aligned resources with national tech priorities, strengthened collaboration with academic and industrial partners in Taiwan, and promoted joint R&D with international synchrotron facilities, reinforcing Taiwan’s global standing in synchrotron science.

Following the successful transition, NSRRC will thrive on its strong foundation and under Director General Luo’s leadership. Adopting a fresh vision and forward-looking strategy, NSRRC will continue to work with partners worldwide to advance synchrotron innovation and transdisciplinary applications, contributing to key technological breakthroughs and fundamental scientific discoveries.
